Ein Ende der Inflation und „die großartigste Wirtschaft in der Geschichte“: Die Republikaner machen in ihrem offiziellen Wahlprogramm große Versprechungen. Das 16 Seiten lange Dokument wurde kurz vor ihrem Parteitag in Milwaukee in dieser Woche veröffentlicht, der trotz des Attentats auf ihren Präsidentschaftskandidaten Donald Trump planmäßig über die Bühne gehen soll. Das Programm ist klar auf Trump zugeschnitten und unterstreicht, wie sich die Partei ihm untergeordnet hat.

Keine Details zum Unternehmenssteuersatz
Mit Blick auf die Wirtschaft versprechen die Republikaner, „die schlimmste Inflationskrise in vier Jahrzehnten“ rückgängig zu machen, unter anderem mit dem Abbau von Regulierungen. Beispielsweise sollen „marktverzerrende Restriktionen bei Öl, Erdgas und Kohle“ aufgehoben werden, es solle auch weniger strenge Regulierung auf Gebieten wie Künstliche Intelligenz und Kryptowährungen geben.
Das Programm sieht weiterhin vor, die in Trumps erster Amtszeit 2017 verabschiedete Steuerreform über ihre bisherige Geltungsdauer bis 2025 hinaus permanent zu machen. Es solle zudem weitere Steuersenkungen geben. Beispielsweise sollen Trinkgelder in der Gastronomie und Hotellerie steuerfrei gemacht werden, diesen Punkt hat Trump zuletzt auch wiederholt auf seinen Kundgebungen erwähnt.
Das Programm enthält keine konkreten Details über eine weitere Senkung des Unternehmenssteuersatzes, der im Zuge der Steuerreform schon von 35 auf 21 Prozent gefallen ist. Trump hat kürzlich aber gegenüber Top-Managern gesagt, er peile eine weitere Absenkung auf 20 Prozent an. Der amtierende Präsident Joe Biden hat dagegen Pläne für Steuererhöhungen angekündigt.
„Strategische Unabhängigkeit von China“
Passend zu Trumps „America First“-Philosophie ist auch die Handelspolitik Gegenstand des Wahlprogramms, wenn auch in sehr vager Form. Die Partei sagt, sie wolle faire Vereinbarungen mit Handelspartnern, und sie unterstütze Einfuhrzölle, sie erklärt außerdem „strategische Unabhängigkeit von China“ zum Ziel. Trump ist im Wahlkampf schon um einiges konkreter geworden als jetzt in dem Programm. Er hat gesagt, er wolle Einfuhren in die USA pauschal mit einem Zoll von 10 Prozent belegen, für Einfuhren aus China sollten es sogar 60 Prozent sein.
Viele Ökonomen haben geäußert, solche Zölle würden die Inflation in den USA wieder nach oben treiben, also das Gegenteil dessen erreichen, was Trump als Ziel ausgibt. Nach einer kürzlich veröffentlichten Studie des Thinktanks Peterson Institute of International Economics würden die von Trump vorgeschlagenen Zölle dem durchschnittlichen amerikanischen Haushalt mindestens 1700 Dollar im Jahr kosten.
