Milliardenverluste durch Klimabetrug in China

Die Biokraftstofflobby greift Umweltministerin Lemke scharf an und beklagt Milliardenschäden durch mutmaßlich gefälschte Projekte. Es geht um falsch deklarierten Biodiesel aus China und um Klimaschutzprojekte, die gar nicht existierten.
Die Branche für erneuerbare Energie im Verkehr schlägt Alarm. Seit Monaten machen vor allem Produzenten von Biokraftstoffen herbe Verluste. Eine Mitschuld gibt die Branche Umweltministerin Steffi Lemke (Grüne): Das Umweltministerium und das nachgeordnete Umweltbundesamt (UBA) schluderten bei der Aufarbeitung mutmaßlich betrügerischer Klimaschutzbeiträge aus China, heißt es. Bis zu 9 Millionen Tonnen CO₂-Einsparungen hätten vermutlich nicht stattgefunden. Durch gefälschte Klimaschutzprojekte und falsch deklarierten Biodiesel sei ein Gesamtschaden von fast 8 Milliarden Euro entstanden.
Das hat Folgen: Der Hochlauf der E-Mobilität sei gefährdet; Dutzende Investitionsprojekte in die E-Mobilität sowie die Wasserstoff- und Biokraftstoffindustrie in Deutschland seien bereits gestoppt. Das Umweltministerium weist die Vorwürfe als „nicht nachvollziehbar“ zurück. Zudem fehle eine Grundlage für die seriöse Berechnung finanzieller Schäden und ausgebliebenen CO₂-Minderungen.
Die Warnrufe kommen von einer neu gegründeten Initiative „Klimabetrug stoppen“. Zusammengeschlossen haben sich knapp ein Dutzend Interessenverbände aus dem Bereich erneuerbare Energien sowie 40 Unternehmen, deren Geschäftsmodell maßgeblich daran hängt, dass die Politik den Einsatz erneuerbarer Energien im Verkehrssektor vorantreiben will. Das zentrale Instrument dafür ist die Treibhausgasminderungsquote (THG-Quote), die die Mineralindustrie dazu verpflichtet, den CO₂-Ausstoß ihrer Kraftstoffe zu senken.
Kritik am Umgang mit zweifelhaften Biokraftstoffen
Dafür können die Kraftstoffanbieter verschiedene Optionen nutzen, etwa den Einsatz nachhaltiger Biokraftstoffe sowie Nachweise für die Minderung von Treibhausgasen bei der Erdöl- und Erdgasförderung im Ausland. Die Anrechnung dieser sogenannten UER-Zertifikate wird aber nur noch bis 2025 möglich sein, neue UER-Projekte werden seit Juli dieses Jahres nicht mehr genehmigt.
Das Lemke-Ministerium zog damit Konsequenzen aus dem mutmaßlichen Betrugsskandal mit Klimaschutzprojekten in China. Bei 40 der 66 chinesischen UER-Projekte hat das Umweltbundesamt, dem die Kontrolle obliegt, mittlerweile den Verdacht, dass Betrug unter Beteiligung deutscher Prüfer im Spiel sei. Am Freitag teilte das UBA mit, wegen „ermittelter Unregelmäßigkeiten“ würden acht laufende Klimaschutzprojekte in China nicht freigeschaltet. Es gehe um rund 215.000 Tonnen CO₂, für die nun keine Klimaschutzzertifikate auf den Markt kommen. Das UBA setze die Überprüfungen fort, was aber dadurch erschwert werde, dass die Projektträger Kontrollbesuche an den chinesischen Standorten zum Teil verweigerten.
