DURBAN UND NAIROBI taz | Die zweitgrößte Volkswirtschaft der Welt und der reichste Kontinent – als Geschäftsbeziehung zum beiderseitigen Nutzen präsentieren die Volksrepublik China und zahlreiche afrikanische Länder ihr Verhältnis anlässlich des dreitägigen „Forum on China-Africa Cooperation“ (FOCAC), das am Mittwoch in Peking eröffnet worden ist. Seit Wochenbeginn schon trifft Chinas Präsident Xi Jinping die 50 angereisten afrikanischen Staats- und Regierungschefs zu Einzelgesprächen und vereinbart Deals in Milliardenhöhe.
Südafrikas Präsident Cyril Ramaphosa und seine Minister unterzeichneten mit den chinesischen Amtskollegen zahlreiche Abkommen zur Ankurbelung von Handel und Tourismus, außerdem in den Bereichen der verarbeitenden Industrie, der Landwirtschaft sowie Energie und Bergbau. Das soll in Südafrika mit seiner chronischen Massenarbeitslosigkeit Arbeitsplätze schaffen.
Ramaphosa und Xi sprachen von einer „Freundschaft hoher Qualität“ und von einer „allumfassenden strategischen Partnerschaft“ zwischen China und Südafrika. „Meine Regierung freut sich auf anhaltende Kooperation mit China in multilateralen Angelegenheiten“, sagte Ramaphosa. „Die Welt steht vor vielen geopolitischen, sozioökonomischen, technologischen, ökologischen und anderen globalen Herausforderungen.“
Südafrika werde bei der Bewältigung davon eine Schlüsselrolle spielen, als Gastgeber des nächsten G20-Gipfels im Jahr 2025, bei dem man die globale Aufmerksamkeit auf die Probleme der Schwellenländer richten wolle.

Wie fast jedes Mal bei Grossanlässen mit Spitzenvertretern von Schwellen- und Entwicklungsländern schüttete Xi Jinping auch zur Eröffnung des China-Afrika-Forums am Donnerstag in Peking das verbale Füllhorn aus.
Fast 51 Milliarden Dollar werde China in den kommenden Jahren in afrikanischen Ländern investieren, rief Chinas Staats- und Parteichef den Staatsoberhäuptern und Spitzenvertretern von mehr als 50 afrikanischen Staaten zu. Ausserdem werde die chinesische Regierung in Afrika eine Million neue Arbeitsplätze schaffen.
Dazu sollen militärische Hilfen in dreistelliger Millionen-Dollar-Höhe fliessen. Auch werde Peking in Afrika 25 Forschungszentren bauen und 20 Digitalisierungsprojekte an den Start schicken, sagte Xi – damit der Kontinent die «neue technologische Revolution umarmen» könne. Und so ging es am Donnerstag in der Grossen Halle des Volkes in Peking munter weiter.
Kein Mechanismus zur Evaluierung
Allein: Dass China am Ende seine vielen wohlklingenden Versprechen einhält, darf durchaus als ungewiss gelten, eine objektive Prüfung ist oft schwierig. «Es gibt keinen Mechanismus, der evaluiert, ob China seine Zusagen einhält», sagt Eric Olander, Mitgründer des China-Global South Project....
